David's research is focused in the area of educational policy and educational measurement with specific emphasis on international large-scale assessment. He has collaborated with or consulted for national and international organizations including the US State Department, USAID, UNESCO, the IEA and the OECD. He has worked on and lead evaluations and projects in over 20 countries including Afghanistan, South Sudan, Trinidad and Tobago and the US. He is currently working on projects in Norway, Denmark, Germany, Netherlands, South Africa, Armenia, Kyrgyzstan, Cambodia, Iceland, Costa-Rica, Australia and Canada.
